E03 Challenge

So, masak issued a challenge in the comments of my last post, and I'd like to throw it open to everyone. Just like we both updated E02 for modern Perl 6, we are going to try to independently update E03 and compare results on Friday, February 19th. This one looks significantly tougher and more interesting than the last, so I'm looking forward to see what other people can come up with!
